Three points about that rule matter most for someone hurt in DeLand.
- You can meet it without leaving the city. Two emergency departments and an urgent care centre listed further down have DeLand addresses. What counts is an examination that actually happens inside the window, so a booking for day 16 made on day 10 does nothing. The full $10,000 needs a finding that you had an emergency medical condition, made by a medical doctor, an osteopathic physician, a dentist, a physician assistant or an advanced practice registered nurse. A licensed chiropractic physician can give qualifying initial care but cannot make that finding. With no finding on file, medical benefits stop at $2,500.

US 17 and US 92, Woodland Boulevard
The city's north to south main street and the spine of the Downtown DeLand Historic District. Stetson University's campus address is on North Woodland Boulevard, and to the south OpenStreetMap tags South Woodland Boulevard as both US 17 and US 92. The routing service uses it for the final miles into DeLand from Orange City, Lake Helen and Deltona, and one of the city's emergency departments and an urgent care centre are on it.
SR 44, New York Avenue
The east to west state road through downtown. It is West New York Avenue on one side of Woodland Boulevard and East New York Avenue on the other. To the west it runs toward the St. Johns River; to the southeast it heads out to Interstate 4 and on to New Smyrna Beach on the coast.
I-4 at SR 44, exit 118
Interstate 4 passes east of the city, and its SR 44 interchange sits at DeLand's eastern edge on OpenStreetMap, with ramps signed for New Smyrna Beach and the DeLand Historic District. Interstate crashes happen at interstate speed. Northeast of this exit, toward Daytona Beach, the interstate runs 9.6 miles with no exit at all.
SR 15A, Spring Garden Avenue and Taylor Road
A western truck bypass around DeLand. OpenStreetMap names it Taylor Road on the south side and Spring Garden Avenue north of there; it crosses SR 44 at West New York Avenue and ends at US 17 north of the city.
US 92, International Speedway Boulevard
The road east out of DeLand toward the coast. On the routing service's trip from central DeLand to Daytona Beach, about 20.5 of the 22.6 miles are on this one road.
Woodland Boulevard is downtown's main street, and Stetson's campus sits on the same road, about 0.6 miles north of the city's centre point on OpenStreetMap. PIP does not only follow people in cars. Fla. Stat. 627.736 extends it to people struck by a motor vehicle while not an occupant of a self-propelled vehicle, so a person hit on foot while crossing Woodland Boulevard may be covered by their own policy, or in some cases by the policy on the vehicle that hit them. The 14 days run the same way.

DeLand, the county seat, from a crash-care point of view
DeLand is a city in west Volusia County and has been the county seat since 1887, five years after it was incorporated. It is part of the Deltona, Daytona Beach and Ormond Beach metropolitan area. Henry Addison DeLand, a baking soda manufacturer from Fairport, New York, founded it in 1876 on land then called Persimmon Hollow, which at first could only be reached by steamboat up the St. Johns River. The city covers about 17.8 square miles, almost all of it land.
It has grown quickly. The 2020 census counted 37,351 residents, against 27,031 in 2010, an increase of roughly 38% in a decade. If you moved here from a state without a no-fault system, Florida's version can catch you out: your own policy pays first, and the medical benefit disappears if nobody examines you in time. If you moved to DeLand recently, the 14-day count is the one Florida rule worth learning before you need it.
At the same census the median age was 42.3, and 25.1% of residents were 65 or older. In 17.8% of households someone aged 65 or over lived alone. The 14-day rule has no exception for age, and a crash that seems to have caused nothing on the day can produce pain that shows up a day or two later. If you live alone, tell someone the crash date so it is written down.
Stetson University, which traces back to the DeLand Academy of 1883, is Florida's oldest private college. DeLand has also been the northern end of Orlando's SunRail commuter line since 2024, at the DeLand station, and VOTRAN runs local buses. Every year since 1992 the DeLand Fall Festival of the Arts has filled the historic downtown for two days on the weekend before Thanksgiving; in 2009 attendance was put at more than 50,000. A passenger, or someone on foot, hurt by a vehicle during a weekend like that has the same 14 days as the driver.

701 West Plymouth Avenue, DeLand. AdventHealth says the hospital's emergency care is open 24 hours a day, seven days a week, and that the emergency department is an accredited Chest Pain Center and a certified Primary Stroke Center. It was formerly Florida Hospital DeLand.
HCA Florida West Volusia Emergency
A freestanding emergency room on South Woodland in DeLand, listed by HCA at 2490 S Woodland and open 24 hours. HCA describes it as an extension of HCA Florida Lake Monroe Hospital's emergency services.
AdventHealth Fish Memorial
1055 Saxon Boulevard, Orange City. AdventHealth says its Orange City ER is open around the clock and that the hospital now has a separate pediatric emergency department run with AdventHealth for Children.
Halifax Health - Emergency Department of Deltona
3300 Halifax Crossing Boulevard, Deltona. Halifax Health says it provides the greater Four Towns area of west Volusia with 24-hour emergency care, with 16 beds, and that it is connected to the full-service Medical Center of Deltona.
For the most serious injuries, Halifax Health states that its Daytona Beach campus at 303 N. Clyde Morris Blvd. runs the area's only Level II Trauma Center. That is in Daytona Beach, on the other side of the county, so for a major injury in DeLand the decision about where to go belongs to the 911 dispatcher and the paramedics.
AdventHealth Centra Care DeLand, at 2293 South Woodland Boulevard, is an urgent care centre, not an emergency department. Its own page lists opening hours on all seven days of the week, walk-ins or reservations, and on-site X-rays. Urgent care is generally staffed by physicians, physician assistants and advanced practice registered nurses, so an examination there usually counts toward the 14 days and can also produce the emergency medical condition finding. Tell whoever sees you that the visit is because of a motor vehicle crash, and give the date.

If you own a car, your own policy normally responds; if you do not, the policy on the vehicle that hit you may, subject to the statute's conditions. The 14-day requirement applies either way.
I was riding a motorcycle when I was hurt in DeLand. Do the 14 days apply?
Not in the usual way. Fla. Stat. 627.732 defines a motor vehicle as one with four or more wheels, so PIP does not attach to a motorcycle and there is no PIP benefit to lose. The motorcycle injury page covers what applies instead.
How long do I have to bring an injury claim after a crash in west Volusia County?
For a crash on or after March 24, 2023, a negligence claim generally has to be filed within two years under Fla. Stat. 95.11, as amended by House Bill 837.
