What the 14-day rule means for a Deltona household
Deltona is a city of households, and Florida's PIP statute is written person by person. Fla. - Family members riding with you. The statute makes the owner's insurer pay PIP for relatives who live in the same household, as long as the relative does not own an insured vehicle of their own. Children in the car are generally covered through the household policy on those terms, but each child still needs an examination inside the 14 days. - Crashes on the way to work. Deltona is largely a commuter town for Orlando, so many trips cross Lake Monroe into Seminole County. The statute covers injury sustained anywhere in Florida, so a crash just south of the Lake Monroe bridge runs on exactly the same 14 days as one on Saxon Boulevard. What changes is which emergency department is nearest, not the rule.
- Who examines you. Initial care can come from a medical doctor, an osteopathic physician, a dentist, a licensed chiropractic physician or an advanced practice registered nurse, or be provided in a hospital or a facility wholly owned by one. Only a medical doctor, osteopathic physician, dentist, physician assistant or advanced practice registered nurse can make the emergency medical condition finding that keeps the limit at $10,000. Which roads carry Deltona's traffic?
Deltona was developed as a planned residential community, and its main traffic runs on a handful of long county boulevards and on the interstate along the west side. The road names and route numbers below come from OpenStreetMap and the public route records. No crash counts are given, because none was read for these roads from an official source with a year attached.
I-4, exits 108, 111 and 114
Deltona's only limited-access highway, running along the city's western boundary. It comes into Volusia County on the St. Johns River Veterans Memorial Bridge at the mouth of Lake Monroe, then serves Deltona at exit 108 (DeBary Avenue, CR 4162), exit 111 (Saxon Boulevard, CR 4146) and exit 114 (SR 472). OpenStreetMap records a 70 mph limit on the Deltona stretch, and collision forces rise with speed.
Howland Boulevard, CR 4145, and SR 472
SR 472 is a short divided highway from US 17-92 to the I-4 interchange at exit 114, ending where it meets Howland Boulevard and Graves Avenue. Howland then runs southeast across the whole city to SR 415 on the eastern edge. The AdventHealth Deltona ER has a Howland Boulevard address.
Saxon Boulevard, CR 4146
Runs east from I-4 exit 111, crossing Normandy Boulevard, Tivoli Drive and Providence Boulevard before ending at Doyle Road. On the Orange City side of the interchange, AdventHealth Fish Memorial is at 1055 Saxon Boulevard.
DeBary Avenue and Doyle Road, CR 4162
One county route under two names. DeBary Avenue runs east from Deltona Boulevard, near exit 108, to Providence Boulevard, and the road continues as Doyle Road out to SR 415 at Osteen, southeast of the city.
Providence Boulevard (CR 4155), Normandy Boulevard and Deltona Boulevard
The north-south collectors. Providence runs from Lakeshore Drive in the south up to Howland Boulevard; Normandy runs from Graves Avenue near SR 472 south to Providence; Deltona Boulevard links DeBary Avenue with Normandy on the west side.
A crash does not have to happen at interstate speed to hurt someone. A turn across oncoming traffic at a boulevard junction, or a rear-end stop at a light on Saxon or Howland, is the kind of low-speed crash people decide not to bother getting checked after. What to know about Deltona if you were hurt here
Deltona sits in southwestern Volusia County, about 25 miles inland from the Atlantic and roughly halfway between Daytona Beach and Orlando. Lake Monroe lies directly to the south, with the St. Johns River passing through it. The city borders Lake Helen and Cassadaga to the north, DeLand to the northwest, Orange City to the west, DeBary to the southwest, Enterprise to the south and Osteen to the southeast. The name joins DeLand and Daytona Beach, but it is a separate city: the centre of Deltona is about 24.5 miles in a straight line from the centre of Daytona Beach on OpenStreetMap.
The Mackle brothers opened it in 1962 as Deltona Lakes, a planned residential community, and it grew fast; by 1965 it already had more than 120 miles of paved or surfaced roads. It became the City of Deltona on December 31, 1995. By 2000 it had passed Daytona Beach as the most populous city in Volusia County. The 2020 census counted 93,692 residents, up from 85,182 in 2010, and a Census Bureau estimate for 2025 puts the figure at 100,267.
It is still mostly residential and works largely as a commuter town for Orlando and Daytona Beach. Census Bureau figures for 2013 showed 85.9% of working residents driving to work alone. For crash care that has two consequences. A Deltona driver may be hurt far from home, in Seminole County or on I-4 through Orlando, and the 14 calendar days run the same wherever in Florida it happened. And when the car is the usual way to reach a doctor, a driver whose car is in the shop can be tempted to put the visit off. The count does not wait for the repair.
Many Deltona households include children. At the 2020 census the median age was 40.3, 22.0% of residents were under 18, and 33.6% of households had children living in them. Volusia County Schools runs Deltona High School and Pine Ridge High School inside the city limits. Votran runs citywide bus and paratransit service, and a Votran feeder bus links Deltona with the SunRail commuter rail station in neighbouring DeBary. At Halifax Health | UF Health Medical Center of Deltona, 3300 Halifax Crossing Blvd. Halifax Health says it provides the greater Four Towns area of west Volusia County with 24-hour emergency care, open all week with sixteen beds, and describes the Medical Center as Deltona's only full-service hospital.
AdventHealth Deltona ER
A freestanding emergency room at 3108 Howland Blvd., near Deltona High School. AdventHealth describes it as a hospital department of AdventHealth Fish Memorial. When it opened in December 2019, AdventHealth announced 12 beds, a laboratory, and CT and X-ray equipment on site, for adults and children.

The hospital at 1055 Saxon Boulevard, Orange City, on the other side of I-4 exit 111 from most of Deltona. AdventHealth lists the location as open 24 hours a day, seven days a week, with emergency and urgent care among its services.
For the most serious injuries, Halifax Health's emergency services page states that it runs the area's only Level II Trauma Center, at its Daytona Beach medical center. Whether a patient goes there is the paramedics' call. This page quotes no waiting times.
An emergency room is not the only first visit that counts. Halifax Health lists an ExpressCare urgent care clinic at 2090 Saxon Blvd., Deltona. It is not an emergency department. The clinicians at an urgent care centre are usually physicians, physician assistants or advanced practice registered nurses, which means a visit there normally counts toward the 14 days and the clinician can record the emergency medical condition finding as well. Wherever you go, tell the front desk the visit follows a car crash and give its date, so the chart links what you report to the collision.
